Hi,
It's Windows 10 home edition, version 1607. As I mentioned I get this message as soon as I have turned my computer on and logged in, before I open any programs or do anything. Does that help?

- Which type of antivirus software are you using and are you getting any prompts from Windows Defender?
- When is the last update of your Windows 10, is it with Creators Update?

Hi,
- I use Windows Defender, the error message box is titled 'Microsoft Security Client' but has the same icon as Windows Defender so I presume it is from Windows Defender.
- The last update was 18 April 2017. It does give a name to the updates just 'Cumulative update....KB4015217', 'Adobe security update...KB4018483' and 'Windows malicious software removal tool...KB890830' when I look in Update History.
- I only have one user account on this computer.

Windows Defender may have encountered some system conflict that caused error code 0x800706bb. For this matter, we suggest that you disable and enable the Windows Defender feature and check if the issue persists. Follow the steps below to disable Windows Defender:
- Press Windows logo key on your keyboard, type Windows Defender Settings and select it.
- On the Windows Defender Settings, switch the slide bar under Real-time protection to Off.
- After a few minutes, slide the bar to On and check if the issue is resolved.
If the issue persists, c heck if you have enabled the Windows Defender Service by following the steps below:
- Press Windows logo key on the keyboard, type Services and select it.
- Look for Windows Defender Service and check if the Status shows Running and the Startup Type is set to Automatic.
- If not set, double click on the service and select from the drop down bar Automatic under Startup type and Service status to Running.
- Click on Apply and OK.
- Close the window and check if the changes are effective.
Disclaimer: Antivirus software can help protect your computer against viruses and other security threats. In most cases, you shouldn't disable your antivirus software. If you have to temporarily disable it to install other software, you should re-enable it as soon as you're done. Sorry but your suggestion didn't help. As I mentioned in my initial post I had tried the solutions suggested in other threads and this was the most common suggestion. I did try again but no joy.
I have now spent several hours updating to Creator and this seems to have resolved to issue. Looks like the previous update caused the problem.

I am having a similar problem I cannot open Windows defender. I can an error message which reads An error has occurred in the program during initialization. If this problem continues , please contact your system administrator. Error code 0x800706bb. I get the same error message when I try to run the updater troubleshooter. I have not had an update since late april. When I try to update the computer the progress bar just hangs and does nothing.
What do i do. Help please
